The aim of this book is to provide a semi-public hospital in the Republic of Azerbaijan with all the necessary departments, facilities and equipment, as well as establishing a well agued and substantiated organizational structure that supports the development of hospitals own skilled human capital through recruiting foreign experts for managerial and operational tasks. Moreover, this book aims to propose a hybrid management structure, which will best serve the changing nature of the hospital from public to semi-public. The paper is based on the existing state-funded hospital, which integrated private health care services four years ago. The interesting feature of this integration is that a single management deals with both state-funded and private patients. Observing the structure of this hospital will enable us to measure the growing number of quasi-public hospitals in developing countries. This type of hybrid hospital allows the management to save costs on providing private health care services, therefore reducing the need for government funding.
