The overall aim of grass root level planning is better governance and this is through better delivery of service to the people.There exist enormous changes in every field of activity including governance practices in the government sector in general and the local level Panchayats being the Government of the rural people in the globalized era in particular. The people at the grassroots have a variety of needs mostly met by the local government and their service delivery for their welfare and development is utmost importance in the world over. Therefore, the Governments try their best for improvement of the people in general and downtrodden people in particular. Most of the government today is motivated towards meeting the current issues and local economic development for avoiding regional imbalances. The implementing authorities such as political leaders, appointed officials, Activists functioning in local Governments and the people have different motivations which in turn affect the attainment of the objectives set by the Government from time to time. So to identify the variables and analyse the same in examining the motivational potentials of agencies implementing, it is wanting.

Dr Biju A.V. is working as an Assistant Professor in Research Department of Commerce at Govt. College for Women, Trivandrum, India. He awarded PhD from University of Kerala in 2014 and presently a Research Guide in the Faculty of Commerce, University of Kerala. He has 17 research publications in journals and 24 conference presentations.
