'Exercise of Administrative Powers through Third-Party Bodies. Forms of Organization and Constitutional Framework Conditions of the Public Law Mandate': The public law mandate allows the administration to have itself represented by third parties in the performance of its duties. The study systematises forms of the mandate in contrast to the legal concepts of delegation and administrative assistance and determines when constitutional principles require its authorisation by a formal law. It illustrates that the administration is largely free to regulate its own external representation and provides recommendations for the structuring of mandate relationships in practice.

Nach dem Studium der Rechtswissenschaft an den Universitäten Münster und Nijmegen war Jan Behrmann als wissenschaftlicher Mitarbeiter am Institut für öffentliches Wirtschaftsrecht der Universität Münster (Prof. Dr. Dr. h. c. Ehlers) und an der Professur für Steuerrecht der Helmut-Schmidt-Universität Hamburg (Prof. Dr. Wernsmann) tätig. Sein Referendariat absolvierte er im Bezirk des Oberlandesgerichts Düsseldorf. Im Jahr 2006 trat er in den richterlichen Dienst des Landes Nordrhein-Westfalen ein. Seit 2017 ist er Vorsitzender Richter am Landgericht Duisburg und leitet dort eine Kammer für Handelssachen. Als Präsidialrichter ist er für Personalangelegenheiten des richterlichen Dienstes zuständig.
